Temporary External Management
The Bureau of Certainty has assigned this designation to civic territory whose records, gates and tax collectors have been transferred without the residents’ agreement. The category permits continued municipal billing while suspending the less convenient question of who is responsible for water. It is not to be confused with independence, occupation, or a neighbourhood that has merely moved its sign.
Leased Sovereignty
A commercial status applied to jurisdictions operating under a purchased package of flags, stamps and explanations. Leased Sovereignty is valid for trade, invalid for arguments about ancestry, and renewable unless the town has been conquered before the invoice arrives. The Society for Gentle Disagreement recommends reading the cancellation terms.
Protected Uncertainty
The official condition of an inquiry that may proceed without being forced into a conclusion. Universities may use the designation to shield research from administrative correction, although the Bureau retains authority over the placement of the notice announcing this protection. Residents encountering Protected Uncertainty are advised not to resolve it accidentally.

The Registry of Unresolved Matters
A university office established to record questions that have survived examination, funding reviews and several attempts at simplification. Its clerks issue numbered certificates to students and officials who can demonstrate that an answer has not been prematurely attached. The Registry is jointly tolerated by the Bureau of Certainty and the Society for Gentle Disagreement, which is the closest Elsewhere institutions come to agreement.
March & Crown Exchange
A covered market on the old boundary road where towns purchase administrative supplies from March & Crown. Its stalls sell seals, flags, tax ledgers and small brass boundary posts. The Exchange has no permanent allegiance; its proprietors regard this as a business advantage and its customers regard it as a warning.
